There are several criteria that distinguish public and non-profit construction projects from other types. These projects are:
- Generally, "open book" with all activities and project information subject to a high level of public scrutiny
- Often located in high traffic (pedestrian and vehicular) areas requiring special considerations for public safety
- Typically funded by contributors that apply special conditions to the "standard" construction process
Best Practices
With the benefit of its vast portfolio of completed public and not-profit projects, The Albert M. Higley Co. has a library of best practices that enable us to meet the unique needs of public and non-profit clients.
- Open Book - We collaborate on a daily basis with the Owner on construction issues and public relations concerns which share an equal footing on this project type. Our project staff members make themselves available 24/7 via cell phone. We post emergency contact numbers at the job site. On many projects we install web-cams so that the Owner and in some cases, the general public can monitor project progress. In many cases we use the construction project as a teaching tool. We may invite grade schools to decorate our job signage, arrange field trips or visits by schools to the job site, or bring our job site superintendent and project manager to the classroom. We can integrate the community to the extent appropriate into many aspects of the construction process.
- High Traffic Areas - We can shift our daily start and end time to meet the unique requirements of our public and non-profit clients to avoid conflicts between building users, your neighbors and our daily construction traffic. In occupied buildings we will employ a laborer to coordinate vehicle deliveries and manage the ingress and egress of vehicles to the site control. We periodically conduct emergency drills so that our staff is prepared to aid the public should actual conditions require it.
- Public Funding - The Albert M. Higley Co. can segregate project accounting and reporting to provide customized reports should different funders require it. During pre-constructionwe provide cash flow projections to help our public clients manage construction draw schedules. In many cases a public funder's contribution to the project may require the project to meet workforce and subcontracting goals. We have extensive success in this area and we are constantly improving our recruitment, qualification, development and support of diverse or disdvanted employees and business partners.
